Данный сборник является единственной полной публикацией комплекса документов о деятельности исполкома Ленинградского городского Совета (Ленгорисполкома) в первые годы блокады Ленинграда. В него вошли стенограммы 19 заседаний Ленгорисполкома, состоявшихся в период с ноября 1941 года по декабрь 1942 года, и материалы к ним: записи обсуждений, проекты решений, замечания к проектам и окончательные решения. Уникальность данного сборника состоит в публикации всех сохранившихся в фонде документов без изъятия и купюр, и только небольшая часть из них ранее публиковалась в других исторических исследованиях. Это дало возможность создать объемную картину деятельности городского руководства в рассматриваемый период и обеспечить полную беспристрастность. Авторы сборника не дают оценок, предоставляя читателю, на основе изучения опубликованных документов, самостоятельно решить, была ли деятельность городских властей достаточно эффективной.
