Владимир Степанович Топилин родился 12 февраля 1967 года в п. Чибижек Курагинского района Красноярского края. Детство и юность прошли в прекрасном мире дикой тайги, которая начиналась за огородом. Окружение формировало любознательность и выносливость, которые и стали основой его характера. Свои впечатления он излагал в школьных тетрадях на уроках литературы, первых дневниках наблюдений за окружающим миром.
