How reconsidering digital media and participatory cultures from the standpoint of disability allows for a full understanding of accessibility. While digital media can offer many opportunities for civic and cultural participation, this technology is not equally easy for everyone to use. Hardware, software, and cultural expectations combine to make some technologies an easier fit for some bodies than for others. A YouTube video without closed captions or a social network site that is incompatible with a screen reader can restrict the access of users who are hard of hearing or visually impaired. Often, people with disabilities require accommodation, assistive technologies, or other forms of aid to make digital media accessible—useable—for them. Restricted Access investigates digital media accessibility—the processes by which media is made usable by people with particular needs—and argues for the necessity of conceptualizing access in a way that will enable greater participation in all forms of mediated culture. Drawing on disability and cultural studies, Elizabeth Ellcessor uses an interrogatory framework based around issues of regulation, use, content, form, and experience to examine contemporary digital media. Through interviews with policy makers and accessibility professionals, popular culture and archival materials, and an ethnographic study of internet use by people with disabilities, Ellcessor reveals the assumptions that undergird contemporary technologies and participatory cultures. Restricted Access makes the crucial point that if digital media open up opportunities for individuals to create and participate, but that technology only facilitates the participation of those who are already privileged, then its progressive potential remains unrealized. Engagingly written with powerful examples, Ellcessor demonstrates the importance of alternate uses, marginalized voices, and invisible innovations in the context of disability identities to push us to rethink digital media accessibility.

Survivors of the Armenian genocide of 1915 and their descendants have used music to adjust to a life in exile and counter fears of obscurity. In this nuanced and richly detailed study, Sylvia Angelique Alajaji shows how the boundaries of Armenian music and identity have been continually redrawn: from the identification of folk music with an emergent Armenian nationalism under Ottoman rule to the early postgenocide diaspora community of Armenian musicians in New York, a more self-consciously nationalist musical tradition that emerged in Armenian communities in Lebanon, and more recent clashes over music and politics in California. Alajaji offers a critical look at the complex and multilayered forces that shape identity within communities in exile, demonstrating that music is deeply enmeshed in these processes. The Biopolitics of Beauty examines how beauty became an aim of national health in Brazil. Using ethnographic fieldwork carried out in Brazilian hospitals, the author shows how plastic surgeons and patients navigate the public health system to transform beauty into a basic health right. The book historically traces the national concern with beauty to Brazilian eugenics, which established beauty as an index of the nation’s racial improvement. From here, Jarr?n explains how plastic surgeons became the main proponents of a raciology of beauty, using it to gain the backing of the Brazilian state. Beauty can be understood as an immaterial form of value that Jarr?n calls “affective capital,” which maps onto and intensifies the social hierarchies of Brazilian society. Patients experience beauty as central to national belonging and to gendered aspirations of upward mobility, and they become entangled in biopolitical rationalities that complicate their ability to consent to the risks of surgery. The Biopolitics of Beauty explores not only the biopolitical regime that made beauty a desirable national project, but also the subtle ways in which beauty is laden with affective value within everyday social practices—thus becoming the terrain upon which race, class, and gender hierarchies are reproduced and contested in Brazil.

Responding to the development of a lively hip hop culture in Central and Eastern European countries, this interdisciplinary study demonstrates how a universal model of hip hop serves as a contextually situated platform of cultural exchange and becomes locally inflected. After the Soviet Union fell, hip hop became popular in urban environments in the region, but it has often been stigmatized as inauthentic, due to an apparent lack of connection to African American historical roots and black identity. Originally strongly influenced by aesthetics from the US, hip hop in Central and Eastern Europe has gradually developed unique, local trajectories, a number of which are showcased in this volume. On the one hand, hip hop functions as a marker of Western cosmopolitanism and democratic ideology, but as the contributors show, it is also a malleable genre that has been infused with so much local identity that it has lost most of its previous associations with "the West" in the experiences of local musicians, audiences, and producers. Contextualizing hip hop through the prism of local experiences and regional musical expressions, these valuable case studies reveal the broad spectrum of its impact on popular culture and youth identity in the post-Soviet world.

Surviving Poverty carefully examines the experiences of people living below the poverty level, looking in particular at the tension between social isolation and social ties among the poor. Joan Maya Mazelis draws on in-depth interviews with poor people in Philadelphia to explore how they survive and the benefits they gain by being connected to one another. Half of the study participants are members of the Kensington Welfare Rights Union, a distinctive organization that brings poor people together in the struggle to survive. The mutually supportive relationships the members create, which last for years, even decades, contrast dramatically with the experiences of participants without such affiliation. In interviews, participants discuss their struggles and hardships, and their responses highlight the importance of cultivating relationships among people living in poverty. Surviving Poverty documents the ways in which social ties become beneficial and sustainable, allowing members to share their skills and resources and providing those living in similar situations a space to unite and speak collectively to the growing and deepening poverty in the United States. The study concludes that productive, sustainable ties between poor people have an enduring and valuable impact. Grounding her study in current debates about the importance of alleviating poverty, Mazelis proposes new modes of improving the lives of the poor. In a time of intensifying xenophobia and anti-immigration measures, this book examines the impulse to acquire a deeper understanding of cultural others. Immersions in Cultural Difference takes readers into the heart of immersive simulations, including a simulated terrorist training camp in Utah; mock Afghan villages at military bases in Canada and the UK; a fictional Mexico-US border run in Hidalgo, Mexico; and an immersive tour for settlers at a First Nations reserve in Manitoba, Canada. Natalie Alvarez positions the phenomenon of immersive simulations within intersecting cultural formations: a neoliberal capitalist interest in the so-called “experience economy” that operates alongside histories of colonization and a heightened state of xenophobia produced by War on Terror discourse. The author queries the ethical stakes of these encounters, including her own in relation to the field research she undertakes. As the book moves from site to site, the reader discovers how these immersions function as intercultural rehearsal theaters that serve a diverse set of strategies and pedagogical purposes: they become a “force multiplier” within military strategy, a transgressive form of dark tourism, an activist strategy, and a global, profit-generating practice for a neoliberal capitalist marketplace.

In Migrant Returns Eric J. Pido examines the complicated relationship among the Philippine economy, Manila’s urban development, and balikbayans—Filipino migrants visiting or returning to their homeland—to reconceptualize migration as a process of connectivity. Focusing on the experiences of balikbayans returning to Manila from California, Pido shows how Philippine economic and labor policies have created an economy reliant upon property speculation, financial remittances, and the affective labor of Filipinos living abroad. As the initial generation of post-1965 Filipino migrants begin to age, they are encouraged to retire in their homeland through various state-sponsored incentives. Yet, once they arrive, balikbayans often find themselves in the paradoxical position of being neither foreign nor local. They must reconcile their memories of their Filipino upbringing with American conceptions of security, sociality, modernity, and class as their homecoming comes into collision with the Philippines’ deep economic and social inequality. Tracing the complexity of balikbayan migration, Pido shows that rather than being a unidirectional event marking the end of a journey, migration is a multidirectional and continuous process that results in ambivalence, anxiety, relief, and difficulty.

This work compares the Minor Prophets commentaries of Theodore of Mopsuestia and Cyril of Alexandria, isolating the role each interpreter assigns the Twelve Prophets in their ministry to Old Testament Israel and the texts of the Twelve as Christian scripture. Hauna T. Ondrey argues that Theodore does acknowledge christological prophecies, as distinct from both retrospective accommodation and typology. A careful reading of Cyril's Commentary on the Twelve limits the prospective christological revelation he ascribes to the prophets and reveals the positive role he grants the Mosaic law prior to Christ's advent. Exploring secondly the Christian significance Theodore and Cyril assign to Israel's exile and restoration reveals that Theodore's reading of the Twelve Prophets, while not attempting to be christocentric, is nevertheless self-consciously Christian. Cyril, unsurprisingly, offers a robust Christian reading of the Twelve, yet this too must be expanded by his focus on the church and concern to equip the church through the ethical paideusis provided by the plain sense of the prophetic text. Revised descriptions of each interpreter lead to the claim that a recent tendency to distinguish the Old Testament interpretation of Theodore (negatively) and Cyril (positively) on the basis of their "christocentrism" obscures more than it clarifies and polarizes no less than earlier accounts of Antiochene/Alexandrian exegesis. The conclusion argues against replacing old dichotomies with new and advocates rather for an approach that takes seriously Theodore's positive account of the unity andtelosof the divine economy and the full range of Cyril's interpretation.
