The authors describe a risk-based approach to commissioning and start-up of process machinery. Techniques are provided to quantify the safety risks and risks associated with machinery failure and estimated impact on start-up schedules. Examples of defining and quantifying the risks, based on the extent of the commissioning effort as a function of criticality of the machinery are offered. Also included are numerous, directly applicable checklists.

All information required to define, justify, validate cost to benefit ratio and execute a safe and successful commissioning and startup of all types of process machinery utilized in the hydrocarbon process industry in one volume.

There exists an old adage in the process industries that says “As the plant machinery runs so runs the plant.” In view of this, the authors chose to focus on the commissioning and startup of process plant machinery because a successful and timely startup of machinery equipment contributes to laying the groundwork for a profitable facility. The commissioning of process machinery in the hydrocarbon processing industries, for example, and related facilities is a complex endeavor requiring detailed attention to safety and risk mitigation. Moreover, a significant team approach is necessarily required for success.

The authors’ goal is to show how addressing the above-mentioned topics will ensure that process equipment and closely related systems are ready for startup. Our thrust is safety and loss prevention. Not discussed are commissioning activities pertaining to associated equipment other than process machinery. The assumption is that project phases such as frontend engineering design, reliability and maintainability studies, hazard and operability reviews have been successfully completed, manufacturing QA/QC inspections have all been accepted, any deviation notifications have been reviewed and mitigated. We assert further that operator training, instrument calibrations, alarm and trip systems and advanced process controls are being or have been commissioned and tested and that critical spare parts are on order or on hand before the commissioning of process machinery begins.
